The most realistic real road simulator is Euro Truck Simulator. Granted its driving a truck rather than a car (although I believe there are mods) but it's a far better experience than city car driving. CCD is especially realistic at anything. It certainly doesn't give me any sort of feeling of driving a real car on a real road.

Go to the pause menu (ESC on Keyboard or Start on a PS/Xbox control) and find Truck dealers. Click on MOD dealers and the car should show. Buy the car as you would a truck and change at your HQ. Going by memory, hopefully someone else can help more. eMplv.
